WV ban on cell and text while driving

Did you know that in West Virginia it is banned to talk/text on a cell phone while driving, .... but only for learner's permits (15 yr olds) and youngster's permits (16-17 yr. olds)?

For them it is a primary enforcement offese, meaning that police can stop "them" just for that. Only 911 calls are allowed.

What about grownups? Is it OK for them to text while driving, thus endangering "your" life and mine ? I thought driving was a privilege, not a right ?
